Check under Tools/Options/Send tab, then HTML settings button for mail and make sure that "Send pictures" is enabled. If the problem persists, then see the tips on this webpage: Red X:

I made an e-mail template for the company then sent it to everyone in the
office. I then got them to click resend, edit it with their name and save in
drafts. Works well for all but one. She receives OK but when she edits and
saves, the pictures change to the boxes with red X. she's the only one in
the office that can't send an e-mail with company "signature" at the bottom
of the e-mail.
