For the first question, make sure OE is your default e-mail client.
Make OE the default e-mail client: http://www.oehelp.com/oedef.aspx

For your second question:
Tools>Options>Security. Uncheck: "Do not allow attachments................."

While not a major issue, I have lost the capability to access my mail account
from the IE toolbar as well as my Multi Media Keyboard. I have tried using
the reset button to no avail and when i take a look under IE Options-Programs
the e-mail area is blank. Last but not least why is it that OE will not
permit the opening of certain attachments eventhough I know them to be virus
free.
