Its a bug that was introduced in a MS security patch that they have perpetuated for years and refused to fix.
The workaround, if you must include the image so many times instead of referencing it via ID in script, is to take the same image and make a copy of it and rename it and then do that the number of times you want to include the same image. Then just insert each one with a different filename.

If you insert the same graphic into a message more than once the graphic is
encoded only once and the Content-ID: is used for each reference to the
graphic. The bug is the first reference is ok but subsequent references are
truncated by one character.
