The first line specifies the version of MSOE.dll and the second inetcomm.dll. Version numbers usually match the IE version, but it also depends on various security patches the user might have applied and what files were updated.
I don't know that there is a comprehensive list of patches vs. fversion numbers.

- would that mean they were running Internet Explorer 6 Service Pack 1, on Windows XP SP1) ???
