Try going to Tools | Options | Security in OE and put OE into the Internet zone instead of the restricted zone and see if that makes any difference after reopening that message.

I have a form that gets sent to a group mail- it was created in Outlook, and
all Outlook users don't have any problems seeing the form and using it (both
as senders and recipients) However my Outlook Express users see junk???? Any
suggestions? The form is really simple with just 4 blocks of information
(text boxes).
