You may have a damaged identity, especially if it is the default Main Identity. Create a new, Named identity and test it. If all is well, import your messages from the old identity and then you can delete it.

I was running Windows 2003 (server) on my laptop and recently decided that I
could manage with XP Professional. I use Outlooke Express 6 and it worked
great on 2003. I migrated my mailbox structure to the new installation of XP
and at first it worked just as it did under 2003. I have installed Office
and VS.NET 2003 along with all of the patches and somewhere along the line I
started getting odd behavior discussed elsewhere on this list. I have all of
my previous messages but the body of these messages do not show up.
Additionally I am unable to compose messages with any text in the body, it
appears to be disabled. Also if I try to send a message (without the body) I
get the following error message.
This message has not completed downloading. It cannot be saved until download it complete
I think the error message is misleading, I'm trying to compose a brand new message here.
I have tried the following command I found on several other thread with no luck, even after restarting.
regsvr32 inetcomm.dll
Finally I'm able to get my mail "back" if I log into the system as a
different user and point to the same directory as the mail store. If I then
log out and back in as the administrator of the system (the only account I
use) the mail magically appears until my next restart. Then I start the
process all over again.
