Make sure e-mail scanning is turned off in your anti-virus and try. If still no joy, see this KB article. It should apply to OE6 also:

The problem has just recently started occurring(July 2005). I get the error
message:


"The connection to the server has failed. Account: 'pop3.email.msn.com',
Server: 'smtp.email.msn.com', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10051, Error Number: 0x800CCC0E".

The Windows Update for the problem only allowed me to send once, then the
problem returned. Next, following the online self helps I (1) deleted a
large number of files from various folders, (2) checked the properties for my
account information (not that I know an "incoming server" from an "outgoing
server"...POP what?....SMTP who?), and (3) gradually increased the timeout
period to 2 minutes.
