In your Windows File Associations, is Open Office the application for the OPEN action?
With XP SP2, Outlook Express uses the OPEN action. When you double click a file from the
Windows File Explorer, it uses the Default action which could be something other than OPEN
(e.g. EDIT, VIEW, etc.)
