Then you still have setupwbv.dll? See what it can do for you
(ref. KB194177). E.g. Run... (press Win-R and enter:)
rundll32 setupwbv.dll,IE6Maintenance
Note that a successful repair using that option involves a reboot
so you might as well close everything else down first. I also suggest
temporarily disabling any security products such as Anti-Virus scanners
to prevent any possibility that they might interfere with the repair procedures
during the boot.
Similarly there is a re-registration tool for OE. Run...
msimn.exe /reg
I suggest you try that while all OE windows are closed
and you confirm that that removed msimn.exe as an active task.
