Hi Matt,
It is possible for a WAB file to become corrupted. You could try using a new
address book (Windows Address Book *.wab) file.
First, export the entries as a comma-separated values (.csv) file. Groups
cannot be exported, but there are workarounds for saving these entries
separately as vCard files or copied to a free standing address book. Entries
created in the properties *** of a group folder cannot be saved as
separate address book files.
Rename the default book -- the location is given in the address book, Help
.... About. Keep the same (.wab) extension. A new default address book will
be created when Outlook Express is started. Import entries from the exported
CSV file or copy entries from book to book with both open.

I didn't see anything that looked relevent in those links -- my WAB loads
and
works fine. The problem is OE regurgitating old addresses.
