What is wrong with Outlook Express to receive my Hotmail emails recently?

Recently, I falied to receive Hotmail emails via Outlook Express 6, I got
following message:

Port: 0
Secure(SSL): 0
Code: 800ccc0d
It fails on both of my office machine and home machine.
