1) A delete from server rule will not download the messages.
2) In a reply to PA Bear, Vince mentioned 4,280 messages. With my webmail, you have to checkmark each message to delete it, so that would only be 4,280 checkmarks.

Go to your web based email page (Optimum Online?) and delete them there first. Then you won't have them downloading to OE.
Then adjust the settings in OE as per Ron's advice.

I know I have to remove the messages from the server. My point is that nothing I do has so far removed them from the server since March. In March I was OK. After that every message that I've gotten, read from my desktop, and deleted completely still download from the server to my laptop at the start of the next session. I'd like to know how to blast them completely out of the del;eted folder and server. Any further suggestions?
Thanks

In order to download March emails, the emails have to be on the server. You need to remove the emails from the server or your server space may fill up and start bouncing emails.
Interrupting an email download will cause the emails to be downloaded again.
You could create a message rule to not download messages over xx days old. This will stop them from downloading to the laptop, but not stop your server from filling up. -- Ron Sommer

Recently, when I go to turn OE on, all my messages from March start to download. It doesn't stop until all of them (about 4K) have loaded. If I try to quickly remove them in mid stream to avoid overload, the ones I've removed, even from the Deleted Folders, load again. Is this also a POP3uidl.dbx problem? Can I stop this in some way? I have the Options settings in OE the same as the ones I use in my Desktop Me system (but not in any advanced box) as much as I can match in the two.
Thanks for your help
