Attachment sizing & my 10 MB send limit

I have a 7,633,148 byte attachment to send. When I attach it to a new email
in OE it shows the attachment as 7.47 MB. But when it is in the Outbox, and
later in the Sent Items, if I right click and chose properties it shows the
total size as 10203 KB. I am not using any stationary, and the email without
the attachment only has a size of 4K.
Can someone suggest what is happening here? I have a 10 MB send limit
imposed by my email account provider and I have hit this a few times now -
even though I think I am sending a file way below 10 MB.
BTW According to Google 7,633,148 bytes *should* = 7.279 MB (not 7.47)
