Do points 2 and 3 here: www.oehelp.com/OETips.aspx and see point 10 as well.

My friend, Jack, has been having many problems with his compute. It runs
WinXP/SP2 on a less than one year old Dell. 256mb ram.
He reports the following:
< Went right from there back to Outlook Express to give you the above
report only to find the same curious reactions that I had experienced last
night. The contacts panel in lower left of screen quivering with the print
fading and brightening momentarily with the quivering, and upon clicking
"compose new msge" at either spot getting a panel entitled NEW MESSAGE where
normally I would type out a reply to your msge. But that panel is
transparent and unactionable except forthe lined borders and title of the
panel. So on clicking the x in the upper right corner of the otherwise
transparent panel to turn it off, that whole panel goes from transparent to
blank white, not transparent. Trying to x that out results in the following
panel:
"End Program-New message
"This Program is not responding
end of quote.
I am about to suggest going to this site:
http://support.microsoft.com/?kbid=318378
If there is an easier solution, please advise.
Thanks,
