Do you have more than one e-mail account defined in Outlook Express? If
so, your reply uses the same account through which the message was
received. You might be sending new e-mails through account-A which is
setup correctly, but the message comes in through account-B so your
reply goes out using account-B and it is account-B that is not properly
configured.
Of course, it is just a guess as to what is happening since you never included a copy of the NDR (non-delivery report) e-mail.

When you send a *new* mail to this recipient at this e-mail address (and with no leading or trailing spaces), does the recipient respond that they got your test e-mail?
The From and Reply-To headers in the sender's e-mail may be different. You might think that you are sending to george@xxxxxxx but the sender specified bogus@xxxxxxxx You might be able to send new e-mail to George okay because you are then using george@xxxxxxxx However, when you reply to George, your reply is going to bogus@xxxxxxx so it fails to get delivered because there is no "bogus" username for an e-mail account at cox.net.
As noted in another message, it might be handy to see the headers and FULL content of the NDR mail that is getting delivered to you. However, because of the possiblity that the sender is playing games with their headers or screwed up their e-mail configuration, seeing the original message (headers and body) of the e-mail to which you are responding would also help determine if you are sending your reply to where you think you are. Again, munge out any personally info, like e-mail addresses.
When you *receive* the sender's e-mail, does it actually show diet1954coke@xxxxxxx as the e-mail address in the From header? When you look at the headers, is there a Reply-To header? If so, what e-mail address is in there? Do you actually known the sender as diet1954coke@xxxxxxx? Is this a new sender? If so, maybe the sender put the wrong e-mail address in the From or Reply-To headers, or it was deliberately bogus, like for spam.
