Hiding TO addresses

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Someone sent me an email where the list of who he was sending it to was
hidden.
How do I do that?
I need to send a bunch of people an email, but I don't want anyone to know
who else is getting it. Sending them individually will be a real pain; so I
am hoping to learn his secret.
