What exactly did you do to "completely remove" OE and do a "fresh install"?
If you did not remove the OE registry keys then you did not remove the important part. Try creating a new Identity and test the mail account there. File|Identities|Add New Identity. In the new Identity create the email account manually, that is, do not import it.
