As for the loss of lead characters in my messages.

I have done some tests on a test newsgroup and can't recreate the problem,
it only happens on the replies I have sent to this posting sent to
microsoft.public.win98.internet.outlookexpress and
microsoft.public.windows.inetexplorer.ie6_outlookexpress.

However, I have changed my News format to what you suggest (i.e. Under
Tools/Options/Send check your settings for encoding for Plain Text). Which
is what I am now sending this under.

I checked my settings for Mail which I default to HTML and find I am already
set up for "MIME-Quoted Printable for HTML messages". However, should
the box "Allows 8-bit characters in header" be ticked or not?

In my case the comments regarding XP are not relevant as I am using W98,
hence my posting to the two newsgroups including
microsoft.public.win98.internet.outlookexpress
