Won't connect to the internet - just hangs

Guidance & assistance is sort in reference to:-
Outlook Express Ver 6.00.2900.2180 (xpsp_sp2_rtm.040803-2158) not connecting
to the internet.

The following two Error messages are being generated and I'm unable to
rectify the problem.

Unable to poll for new messages on your HTTP server. Account:
'dianna_ross', Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp',
Protocol: HTTPMail, Server Response: 'Redirected', Port: 0, Secure(SSL): No,
Error Number: 0x80004005

Header download for the 'Inbox' folder did not complete. Account:

Protocol: HTTPMail, Server Response: 'Redirected', Port: 0, Secure(SSL): No,
Error Number: 0x80004005

Have to-date re-formated my hard disk 5 times and loaded a clean install of
XP, then loaded SP2 (twice I tried SP1 first but that didn't help either) and
then gone online and updated all the outstanding 'High priority & Optional
Software updates'.If I don't load the updates, it works without a hiccup, but
after loading them, problem time.

Have been to Microsoft Website and actioned the following articles

pluse the article that covered installing the original version of XP over
the top the current.
A couple of those articles leave your machine in a worse state than before
you start them.
None of them have worked, I have not loaded any other program what-so-ever
during these resets however I have 2 hardware items that need to be
installed, Web camera & a TV card.
Is there an article that I have missed or is there something plainly obvious
that I just keep overlooking?
Your assistance is appreciated. (As I currently don't have anything on the
computer except XP I am happy to activate Remote Assistance for viewing if
this would help)
