OE Message Rules, including Blocked Sender, are only applied to POP3 mail.
Your Hotmail messages are filtered server-side. Your available Hotmail
filters are available at www.hotmail.com > Options > Mail.
There is no "spellcheck as you type" option in Outlook Express, no.
