hmoex@hotmail.com used to be the default address to inquire about problems
with Hotmail. But Hotmail is going through changes right now, including
disabling the integration with Outlook Express for all users other than
those who elect to have a paid account in the next few months. In any case,
it's worth a try to solicit some help from that address. I prefer to use
the web interface for Hotmail since it's easy to do and I don't have the
added overhead of an additional Inbox and other folders to contain the
Hotmail messages. Your choices may be different. Good luck.

This is hard to say whether it's a bug in Hotmail or Outlook Express, since 
the problem comes into play only when the two are used together. I use 
Outlook Express most of the time, and only rarely actually use Hotmail in a 
web browser. But I highly doubt it has anything to do with double byte 
languages, as it happens with any and all messages, even ones I send to 
myself.
I just went to Hotmail to check out what it displays in the "Sent Messages" 
folder. All messages had my name in the "To" column (no "From" column was 
listed). I then sent a test e-mail from Hotmail (checking the "Copy Message 
to Sent Folder" checkbox) and went to the "Sent Messages" folder, where the 
"To" column properly displayed the person I sent the message to.
So, sending a message from Outlook Express will put the proper information 
in the columns for Outlook Express, and sending a message from Hotmail will 
put the proper information in the columns for Hotmail, but when Hotmail 
retrieves information from Outlook Express or Outlook Express retrieves 
information from Hotmail then the wrong information gets put in the "To" and 
"From" columns.
So who am I supposed to tell about this problem so it can get fixed? Hotmail 
people or Outlook Express people? I can't seem to find a newsgroup for 
Hotmail, and I've been all over Hotmail's "Help" and can't find anywhere to 
submit a bug report.

It could be a glitch in Hotmail.  I don't use Hotmail enough to have seen
the problem although I suspect it could come up if you receive mail where
users have encoded with a double byte language, as is common with many Asian
countries.  Sorry.
