Just to add to what the others said, you need to do the following:

1. Set up OE on one partition the way you want it.
2. Backup the registry keys listed here: www.oehelp.com/backup.aspx
Make sure if you are backing up from XP or Win2000 that you export the
registry key as Win9x compatible (click on the drop down file extension box
in the Export dialog).
3. Boot to another OS.
4. Open regedit and delete the Identities registry key and the Internet
Account Manager registry key (and the WAB as well, if you are sharing the
address book).
5. Click on the reg files for the registry keys that you backed up in the
other OS to merge them in this OS.

That should then permit sharing between the OSs. You can boot to the other
OSs and then do steps 4 and 5 again.

Each time you change a message rule or add or remove an account, you need to
repeat the process.
