If, as it sounds, the machine was malware-infected before installing SP2, I'd advise uninstalling it before proceeding any further.

  tried re-registering the following DLLs to no avail [ SOFTPUB, INITPKI and MSSIP32 ]
  The user wants IE (no laughing please) and I am stumped of what to do next
  Does anybody have any ideas to repair IE ?
  Are there DLLs that I can try re-register ?
  Are there any other steps I can try to repair IE6 SP2 ?
