Are the accounts POP3 or IMAP? POP3 would use the folders provided in
Outlook Express. IMAP would result in a download of mirrored folders that
exist on the server. It is possible to incorrectly set-up a POP3 account. It
might say downloading Inbox instead of downloading messages. With POP3 all
messages would go to the default (POP3) inbox without the use of message
rules.
Once we get past the question about the type of account the rest of the
problems can be addressed. Outlook Express message rules only work with POP3
accounts. Do you know of a Highstream support page that details how to
set-up a mail account. It sounds like this may have been done with the help
of Internet connection software provided by your ISP.
