Hi,
  I've had the same problem but thanks to Robert Aldwincle for putting me on
the right track. The scrolling also happened with the spell checker. Anyway I
disabled all the startup programs vai msconfig and eventually found that
NetAssisant (MotiveSB.exe) was causing the problem in outlook express. I
disabled it from the startup and outlook is working fine. If you don't have
NetAssistant try disabling all your start program and start them one by one
and seeing when the problem occurs
