Did you post from the machine in question? This is default secure behaviour
in a fully updated version of WinXP SP2 when you attempt to Drag and Drop a
link from OE (Restricted Sites) to IE (Internet zone). By default OE runs
in Restricted Sites zone.
This setting is controlled in IE Tools>Internet
Options>Privacy>[zone]>Custom>Miscellaneous.
Additional restrictions to Drag and Drop were introduced in MS05-008 and
MS05-014 (Feb-05).
