Your username and password are not a part of MS Outlook Express, or the
computer on which it was installed. They are a part of your ISP account, and
will not change, no matter what computer you use to access your account.
Youe ISP account servers hold the log in information, and will match your
computer's information to theirs, to validate the log in. When you set up
the new computer, you give just it the same information, in the same places,
as you used in the old computer.
If you are going to give the old computer away, or sell it, reformat the
disks, then reinstall the operating system. Stop there. Let the new owner
take care of the rest. Also, even though you formatted the disk, you should
still go through all of your accounts with passwords and change them. Do
this after you set up the new computer, but before the old computer goes to
the new owner. That way, even if they do find a way to recover sensitive
data, all of your accounts will have new passwords, not the ones on the old
computer.

Email goes to your ISP's servers, usually POP3. They stay on the server
until you use MS Outlook Express to access the servers. If you set up a new
computer with the same log in information as on the old computer, your new
computer will log in to the servers and fetch the mail.
