That is Passport logging you on to Messenger, and is not OE.

There are older MS spell checkers that are 16-bit, but OE doesn't work with
them. If you re-installed Works, then the spell check should be working
properly. You can test it by misspelling some words in a new message, then
press F7 to start spell check.

Once you have the account configured, you can click a link to a newsgroup or
newsgroup message and OE will open to that group/message. You will be able to
reply as normal.

Click Tools.
Click Accounts.
Click Add -> News...
Type your name, then your e-mail address (that's what OE needs for you to post
to a group)
For the Stardock news server, enter as server name "news.stardock.com".
The rest of the settings are all configured automatically.
Normally if you click a link to a news server, group or message, OE will open
the server as a temporary News account and will use your name and e-mail
address as listed in your default e-mail account. If you are not using OE for
e-mail, then of course there will be no e-mail address, and so OE cannot post
messages to the news server.
You can also configure the account this way:
Click this link to open the Stardock server in OE:
news://news.stardock.com
In the OE folder list, right-click on "news.stardock.com" and click Properties.
Enter your name and e-mail address and click OE.
