Can send email but not receive

Strange problem:

I just signed up with a new webhost. IMAP accounts work fine. I then created
a new POP3 account, and I can send, but cannot receive emails! On Outlook
Express 6, when I go to:

"Tools" > "Send and Receive" > [my account],

nothing happens. Usually, a window pops up, and shows the progress as it
downloads my messages. I checked my Sent Mail folder and Outbox, and those
emails were definitely sent. They also appear for me in my inbox on webmail.
I just can't download them to my local POP3 inbox (and I did try downloading
them before checking them on webmail).

My settings for Outlook Express 6 are:

POP3
incoming mail server: mail.[my domain].com
outgoing mail server: smtp.comcast.net (my ISP requires this instead of the
server above, otherwise I can't send email)

outgoing mail server authentication not required
account: my entire email address
password: [hidden]
leave messages on server for 60 days (unless deleted first from inbox)

Anyone have any ideas what is wrong? Thanks!
