Are you using WinXP's Regional and Language Support for User Accounts
(http://www.microsoft.com/windowsxp/using/setup/expert/reginalsup.mspx), MS
Global Input Method Editor
(http://www.microsoft.com/windows/ie/downloads/recommended/ime/default.mspx)
or both?

This isn't an area in which I have a great deal of competency, I'm afraid.
I would think that the first link above might give you some additional
information. If I find anything else that I think might help you, I'll post
it to this thread.
