How to Share OE (Mail/News/Address Book) between Users in Windows XP
http://www.kellys-korner-xp.com/xp_oe.htm#xp_share_address

WARNING: If you do not have exactly the same account structures you will
lose newsgroup subscriptions each time another user uses the message store.
You should be able to get around that by using a different OE identity for
each person's newsgroup work.
