Do you have Microsoft Office installed? How about the MUI and Proofing
Tools? I don't know if Welsh is one of the 50 languages supported. But you
might want to preview this page (written in Welsh):

Proofing tools are available for 50 languages on 1 CD. However, the setup
program for the proofing tools is only localized in Dutch, English, French,
German, Italian, Portuguese (Brazilian), Spanish, and Swedish. The setup
program language for the proofing tools refers to the language of the setup
installation dialog boxes. After installation, proofing tools work
transparently in your Office programs.
