OE Error - msoe.dll

"Outlook Express could not be started because MSOE.DLL could not be loaded"
I am running Windows XP Pro with SP2 installed. When I created a new user
account, I get this error message (above) when trying to open OE. OE still
works in the other profile. I have made sure the shortcut is correct, and I
have uninstalled and reinstalled OE. I have tried to search the KB, but
there are no articles related to this error message AND Windows XP. Any
help would be appreciated.
