It is not to protect the Hotmail user from hackers, or spammers. It is to
protect the WebDAV servers from spammer abuse. MSN Hotmail users were
finding it hard to send email when the WebDAV servers were being blocked
because spammers were abusing them to send spam.
It took me a while to find the right search keyword to pull some Hotmail
spam from my collection. Partial headers from to (of several score) spam
email messages sent using the WebDAV servers:

In these cases it would take my two attempts to lodge a complaint. MSN's
abuse department would disclaim responsibility, based on the originating IP
address. I would have to resubmit the complaint, pointing out that their
server passed the spam to my pacbell.net account, served by the yahoo.com
server. Many mail system administrators just started blocking the WebDAV
servers in self defense; a block would prevent a legitimate Hotmail user
from reaching anybody using the blocking system.
Apparently, MSN can't figure out how to secure the servers against spammer
abuse, so they are going to limit access to paying users; presumably because
spammers aren't expected to sign up for paid services, when they will lose
the account for spamming. Or something like that.
In any case, the abuse from MSN Hotmail servers was very real, the response
by the abused mail systems was very real; and MSN Hotmail has decided that
this is the only way to ensure that their mail service will still have some
value to the MSN Hotmail users.
I am not affiliated in any way with MSFT, MSN Hotmail, or any related
operation. I am just an SBC Global customer whose ISP account received
scores of spam from MSN Hotmail WebDAV servers.
