Annoying blinking text

Using OE6 in Windows XP Home with SP2.

When you create a new message in either OE mail or OE newsgroups
and you let the insertion point hover over any of the fill-in
boxes (example: To, Cc, Subject, Newsgroups) you get this
blinking balloon text telling you, for example, to "Type the
recipients' names . . ." or "Type the subject for this message".

I find these blinking text balloons unnecessary and annoying when
filling in the respective fields, but can't find a way to disable
this "feature". Does anyone know how to get rid of the blinking
balloons? (Other than moving the insertion point to the text
field).
