Help can't send email

I can't send email at all . I can receive it just fine. I have windows 98 OE 6
I have been reading the threads and I did do some updates recently. I
checked with my isp and all my settings are fine. I checked with macaffe and
everything they tried did not get it to work. I am starting to think it has
something to do with the windows updates I did. This is the error message I
get:
The connection to the server has failed. Account: 'mail.optonline.net',
Server: 'mail.optonline.net', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

How do you undo the updates? Do you think that is the problem?
