Outlook Express Stuck on the Local Folders Page, and will not open

I am stumped
I have Outlook Express and I am stuck on a page that says Local Folders. I
do not have access to File, Edit, View, Tools, Message or Help as they are
"grayed out".
I had just set up another e-mail account, which worked well....but I can now
not open Outlook Express.
I do have access to the internet, (Using Internet Explorer), and can access
my e-mail through webmail (Including this new account), but am NOT able to
access the Outlook Express folder. The internet provider (Cox) tells me that
is is not their problem, as it is a Microsoft problem.
Outlook works just fine, as does Word, Excel - etc.
I went to the Microsoft.com site - and downloaded another copy of Outlook
Express - which also did not help.
I have restarted my computer four times, and that does not help.
I am going crazy. Can you help me please.
