Try deleting the Temporary Internet Files in Control Panel|Internet Options.
When prompted, check the box to "delete all offline content" to remove all the
temp files created by OE.

Uninstalling and re-installing an application is almost never necessary in
modern programs designed for Windows XP. That would only help if the problem
were in the actual program files themselves, and most problems lie elsewhere.
That was indeed the first thing to try in the days of Windows 95, but
thankfully those days are far behind us.
