Email messages showing as attachments

I sent this message the other day, but it never came up.

I have installed SP 2 on a machine quite a while ago, but the user says his
problem only started the other day.
When he recieves ANY messages it doesnt show the message, it just has
attachments
which contain the message, either it .txt or .htm format. The other strange
thing is that if you look at the email header it doesnt have a paper clip
net to it, but when you open the mail it has the paperclip.
Show all messages as plain text is not checked.

I can't find anything in the settings that would do this, also the new item
under view "message as HTML" is greyed out.
Another problem is that when the user forwards an attachment (picture) it
comes out corrupted on the receiving pc, and can't be opened, or it only
shows half the picture and garbage as the rest.

I can't figure out how to uninstall OE as in Add/Remove programs and only
removes it from the start menu and doesnt uninstall it.
And it is the latest version, so setup wont let me install another version.

He is the only one having this problem so its not my mail server.

Any Ideas?
