ISP's will almost always blame OE because they generally know almost nothing
about it.

It is almost never necessary to re-install OE as that only restores the program
files, which are protected anyway under XP. It does nothing to restore registry
settings or user files, and those are the places that can cause problems if
corruption occurs. You can create an entirely new instance of OE with a new
store folder and all default values simly by creating a new Identity on OE's
File menu. After switching to the new Identity, you can then import your
existing mail folders using File|Import|Messages|OE6|Identity.

And therein lies your problem most likely. McAfee is a piece of junk that
should never be installed on any Windows computer that has OE installed, which
is every Windows computer. McAfee has caused problems for years with OE and I
cannot spit hard enough at it.
You say it was turned off when you attempted to download IE, which is fine. But
is it turned off when you are using OE? At the very least, turn off its e-mail
scanning. That is not even needed for protection; it is nothing but a marketing
gimmick to make you *feel* more secure. Here's what I said it about it in my
