Well, I do things a bit different from most.
First off, check for spyware and viruses.
Check the settings to be sure the tool bars haven't been turned off or just
hidden from view. View | Layout
Next make sure the drives are up to date for the video card.
If OE will start, File | Identities | Add New Identity.
Switch to it then set up a dummy account in it and test how it operates. If
it's still the same as the other Identity, you may want to look into an
uninstall but that's going to be dependent upon the OS and the version. If
it's all there, then we've solved the mystery.

Will show the Knowledge Base articles for the different operating systems.
The message stores will remain and depending upon how OE is reinstalled,
they may show back up when you get OE reinstalled. If the Identities subkey
remains, they will show, if not, they will stay on the hard drive but you
will have to locate them then import them into the new setup.
