Try looking at some diagnostics?
First of all find out which programs are associated with all those
message windows. E.g. use Task Manager's Applications tab
and right-click, Go to Process on the appropriate task entry.
Unfortunately there are too many programs called "Dr Watson".
It almost sounds as if you are running drwatson.exe which is not
what you want. It's for debugging 16-bit apps. But I don't think
that it would be trying to intercept msimn.exe anyway. The initial
error window should be is dw.exe so if it is getting an error itself
it may also be displaying messages about Dr Watson. You can
disable that if you like

BTW if you are seeing the dialog pictured in that article please
use the click here link and capture the Error Signature.
(E.g. drag your mouse over the error text and press Ctrl-c)
I'm hoping that the second message is more likely to be a misinterpretation
of what it really should be. After you press Send Error normally
in NTx drwtsn32.exe will intercept the crash and append to its log.
Depending on its options the error message displayed may be
different and it may take some time for it to process the crash.
Do you have a drwtsn32.log of this problem?
If so, capture the Stack Back Trace of the crashing task.
The crashing task is identified by FAULT -> prefixed to the crash address.
The Stack Back Trace of the crashing task gives you information about
the callers as well as the module the crash occurred in.
If you don't have a drwtsn32.log look in the Event Viewer,
Applications tab for any entries which correspond with the symptoms.
One possibility is that you do have drwtsn32 active but some of its
resources are not available, e.g. too big drwtsn32.log, not enough
disk space for a crash dump (if checked), etc. Run... drwtsn32
to see what options you are using.
Is some other debugger installed? E.g. Visual Studio or other.
You can reinstate drwtsn32 by Run... drwtsn32 -i
