Did this ever get resolved? I am having the same problem.
Running XP Home SP2
When I right-click on a file and select the send to option, a new
email pops up, with the file attached as it should be. I fill in the
address and select send. At that point I get the error. The email
stays in the outbox until I start OE and send/receive.
