Can you connect successfully elsewhere (i.e., not connected via the company
network)?

Have you checked with your company's IT department or the network admin?
Can others use their Hotmail accounts in OE when connected to the company
network?

It sounds like either their policy on using Hotmail and other non-corporate
accounts has changed or they're now behind a proxy.
