I'm just trying to rule out different options. Since it still happens when
startup items are disabled, that suggests its not a 3rd party program
interfering. Since its happening in a new ID, that suggests that its not
due to registry corruption.

Just for fun, try re-registering the dlls and see what happens.

Go to Start and Run and type

regsvr32 mshtml.dll

regsv32 mshtmled.dll

regsvr32 shdocvw.dll

See if that makes any difference.
