That's a function of you setting your antivirus program to scan incoming
email, which interposes a proxy between your mailbox at the ISP and Outlook
Express and leads to timeout errors. Open your antivirus program, disable
email scanning, reset the server info boxes in Outlook Express,
Tools/Accounts/Mail for the affected account and test.
Scanning email is a waste of CPU cycles and provides no added protection.
If your antivirus program is a good one (and many are not very good), it
will warn you if you attempt to open an infected file. Thinking that it can
be the answer to all problems such as automatic updating, email scanning,
spam checking, etc., is just "hyperbole" provided by the AV vendors and you
can believe it about as much as you currently believe in the Easter Bunny,
Santa Claus, etc.
