There's nothing in Windows or IE to have IE load automatically when a connection to the
Internet is made. That has to be done with some other software. Possibly by some
software supplied by your prior ISP. You'd need to locate the software and change its
settings. It actually sounds like it has been changed to some program provided by your
new ISP.

You can do the reverse. You can start IE and have it set to automatically dial your ISP.
You do that in IE at Tools, Internet Options, Connection.

However, if you still have some other software installed that is looking for a connection
to be made and start still another program, that might also kick in.
