The important part of the message is:
Server Response: '441 Please reduce your quoting of the previous post.'
Some news servers have restrictions on quoting. The new text added must be over a certain
percentage of the message. In that case, you must edit the message and remove some of the
quoted text.
I notice that you said that renaming the Outbox helped. What that did was get rid of the
problem post so that OE would not try to send it again and again.
When you run across this problem in the future, you can select the Outbox folder and the
problem message and either delete it or double click it to edit and resend.
