Cannot send msgs

Recently I have been having difficulty in sending msgs.
One instance today is as below:

Outlook Express could not post your message. Subject 'Re: Unsafe ports',
Account: 'news.grc.com', Server: 'news.grc.com', Protocol: NNTP, Server
Response: '441 Please reduce your quoting of the previous post.', Port: 119,
Secure(SSL): No, Server Error: 441, Error Number: 0x800CCCA9

What do I have to do?
