If neither email client could send, could you telnet to the mailbox?
Any firewall that may be blocking the ports for that machine?
It sounds more like a connection issue if two mail clients can't send or
receive.
I use a program call Magic Mail Monitor to view the contents to my mailbox.
Can you use something like that to see if you can access the mailbox?

If you can access it with it, then I would say there is a problem with OE or
Outlook. Steve's post pretty well covered it.
Start off by seeing if you can connect to the mailbox first.
